For the former, obviously magic can take whatever the fuck form people expect. That's all magic is, expectation and superstition. For the latter, in terms of producing effects magic does not work on those not receptive to the idea. Period.

I don't care if certain spells actually work or not, I was wondering if it was a thing. Maybe it would feed into the looking for a coincidence mindset? For instance, if you expected a sleep spell to only work in the evening, you rule out times people don't sleep (and are less likely to anyway?)

However to devil's advocate my own self - I think he's talking about the god-of-the-gaps in this quote. I'd interpret this as meaning that on the surface science seems to be deterministic and clear and objectively not magical. But when you get down to it quantum physics is practically eldritch. But he's still wrong. There's still nothing about quantum physics for instance, despite all its weirdness, that suggests any sort of will or design behind its motion.
